If you recently changed the passcode

Apple provides a limited Passcode Reset option that can use a previous passcode after a recent change, subject to the device’s eligibility and the old passcode not having expired. If you cannot use that recovery option

Do not let an outside provider describe an erase-and-restore process as guaranteed recovery of the phone’s current contents.

A backup is not proof that every missing item is recoverable. Its date, contents, access requirements, and the way the app stores data all matter. If preserving evidence is important, get appropriate advice before resetting or modifying the device.

If the problem is your Apple Account

Use Apple’s account recovery service. Account recovery and the device passcode are separate protections. A consultant can help organize the information and official steps, but cannot override Apple’s ownership checks or recovery decisions.
